have you tried google?
Not 100% sure on this but...
Any re-skins you do want be visible on any game server (might be to you, not sure) unless the server has specifically allowed re-skins. It will always show up on a privately hosted map though (with the re-skin option changed via console commands of course).
I think its done via an actual re-skin program. That or deleting 'System32' from your computer works

Heh, sorry for the long response and necro but I didnt delete system32, minecraft did and yes im on a laptop.
I still dont have an answer and google seems to be only able to give me skins, not skinning advice on how to actually place them on the characters
