Why do modern houses in Tornado Alley lack basements?!

Never had to flee in advance of a dangerous storm, but when dates like 3 May 1999 start getting mentioned, it might be better to find a more... challenging terrain. /me flees to Fayetteville. They're predicting baseball sized hail in this area. D:

Heh. We don't have any tornados, tsunamis, hurricanes, earthquakes, floods or any of that kind in Sweden.
