Not really, first of all, how old and what race and class are you? o_O
But as many want to play their Oblivion char in Skyrim, that won't really work lore wise, as if my char from Oblivion could be that easily catched in Skyrim and that bad trained.
But, the Sheogorath you talk with in Skyrim is either 'Joseph Harper' from Oblivon transformed into Sheogorath, and if you're race and class fits, you might pull it of that he is in Skyrim to, but then you most likely have to presume you never entered the realm of Sheogorath.
We could presume that there is some kind of twisted time paradox thing, but that won't work lore wise either.
And stop saying Hero of Kvatch, it's Champion of Cyrodiil, unless you never did the main quest? >.>
